Episode 104: Public Universities–One More Time

This is our final episode before the holiday break and before those of you with seniors are facing what is likely D-Day–Deadline-for-college-applications Day–at least, for many, many colleges anyway. We struggled to think of something hopeful to say, and we settled on one last look at a group of colleges your teenager and you might not have considered sufficiently, and that is public universities. They have long been a favorite topic of ours, as evidenced by our detailed coverage of them during our virtual nationwide college tour (Episodes 27 through 53) and our oft-repeated description of public flagship universities as the hidden jewels of our higher education system in the U.S.

But recently, I read some new information that might make them even more attractive to you, and that information is about money. Our regular listeners know that I care relatively little about the cost of a college compared to the education and college life it provides and the quality of its match to a particular student. But even I was pleased to find out this information. Perhaps it is just in time for adding one or two more colleges to your teenager’s list (especially if the applications are relatively easy or the deadlines are a bit later than January 1, both of which can be true for large public universities).

1. Out-of-State Tuition Prices Dropping

A few weeks ago, I read an Associated Press article, by Jeff Amy, which had a catchy headline: “Seeking students, public colleges reduce out-of-state prices.” It starts with an interesting story from the University of Southern Mississippi (USM) in Hattiesburg, but doesn’t stop there. Here is the USM story:

The 14,500-student school has cut annual out-of-state tuition and fees from $16,529 this year to $9,964 next fall, even as it increases the cost for Mississippi residents by 4 percent, to $7,963.

The idea is to reverse a 2,000-student enrollment dip by pricing a USM education below some public universities in nearby states, and attract enough high-schoolers from Houston, Dallas and San Antonio to raise overall revenue. (quoted from the article)

Of course, as our regular listeners might say, those high school seniors could also come from New York City, Philadelphia, and Chicago. Why? Because kids need to get outside their geographic comfort zone! And now, USM and other public universities are making it even more attractive and cheaper to do just that.

According to Mr. Amy’s article, “The Associated Press counted at least 50 public colleges and universities nationwide that have lowered nonresident tuition by more than 10 percent in recent years without making similar reductions for in-state students.” Is there any particular reason for that trend? Mr. Amy’s article offers this statistic:

Many [colleges] are squeezed by falling numbers of traditional college-age students. High school graduates have fallen nationwide since 2011 and won’t peak again until 2023, according to the Western Interstate Commission on Higher Education. (quoted from the article)

Well, that was something I didn’t know. So now, let’s head way north from Hattiesburg and take a look at the University of Maine‘s flagship campus. Mr. Amy tells this story:

One widely noticed move was made by the University of Maine in Orono, which charges high-achievers from nine other states the same tuition they’d pay at their home state’s flagship. This saves them $12,000 to $17,000 from Maine’s out-of-state tuition of $29,498; applicants with lower grades and test scores get $9,000 off.

“The state of Maine needs young people, and we’re not producing enough of them,” said University of Maine Provost Jeffrey Hecker?.

It’s working: Applications jumped, freshman enrollment rose 9 percent to 2,260 students this fall?. (quoted from the article)

This arrangement at the University of Maine echoes some arrangements we talked about during our virtual nationwide college tour (Episodes 27 through 53) where groups of neighboring states in various parts of the country offered good financial deals to students to cross state lines and attend public universities. And, parents, don’t forget to check out about any regional exchanges your state belongs to (e.g., Western Undergraduate Exchange, Midwest Student Exchange Program), which offer tuition discounts to residents of member states.

Of course, as we have said before, some public universities take some heat from state taxpayers for recruiting students from outside the state, especially when they believe that out-of-state students who can pay more are admitted instead of in-state students who deserve those places. But, as some states cut back on their funding of their own public universities, it is no surprise that those universities have to seek revenue elsewhere. Thus, at least in some states, out-of-state students are going to get a good deal.

2. Public Universities Recruiting Out-of-State Students

Last month, The New York Times published an article by Laura Pappano entitled “How the University of Alabama Became a National Player.” The whole article is well worth reading and tells about many more universities than we are going to talk about in this episode. But here is the Alabama story in a nutshell:

With state funding now just 12.5 percent of the university’s budget, campus leaders have mapped an offensive strategy to grow in size, prestige and, most important, revenue. The endgame is to become a national player known for more than championship football?.

The university is spending $100.6 million in merit aid, up from $8.3 million a decade ago and more than twice what it allocates to students with financial need. It also has hired an army of recruiters to put Bama on college lists of full-paying students who, a few years ago, might not have looked its way.

The University of Alabama is the fastest-growing flagship in the country. Enrollment hit 37,665 this fall, nearly a 58 percent increase over 2006. As critical as the student body jump: the kind of student the university is attracting. The average G.P.A. of entering freshmen is 3.66, up from 3.4 a decade ago, and the top quarter scored at least a 31 on the ACT, up from 27. (quoted from the article)

While it is clear that there are Alabama taxpayers who are annoyed that its well-known and much-loved flagship university is spending its money on out-of-state recruiters and merit aid to bright kids, it is also clear that these strategies seem to be working for the University. And that is why the University of Alabama now has 45 recruiters, with 36 of them in out-of-state locations.

According to Ms. Pappano’s article, Alabama is just one example of this trend. To take another example, the University of South Carolina (USC) has 20 recruiters, and now USC receives twice as many applications from out-of-state students as from state residents. Ms. Pappano sums it up this way:

It is no accident that states with among the largest drops in state allocations since 2008–Arizona (down 56 percent), South Carolina (down 37 percent) and Alabama (down 36 percent), according to the Center on Budget and Policy Priorities–have entrepreneurial public campuses trained on growth. Those same states also had the greatest net gain in students: More entered the state to attend their four-year public institutions than left to study elsewhere, according to fall 2014 data, the most recent available. 3. What Does It All Mean?

So, what does it all mean? First, giving great tuition breaks to out-of-state students likely means that some in-state kids will lose out on places at those public universities. Second, recruiting out-of-state kids who can afford to pay more likely means that some in-state kids will lose out on places at those public universities.   Third, giving merit scholarships to out-of-state bright kids likely means that some in-state kids will lose out on places at those public universities. All of these scenarios are understandably of concern to state taxpayers. These scenarios are also a concern to those of us who believe that public universities have a mission to make a college education accessible to a wide range of students, not just the best and the brightest and the most able to pay.

On the other hand, if you are the parent of a teenager who is looking for another college to add to the list as we get down to the wire, we can say that this could be the time to look both to public flagship universities and to other public universities that are actively recruiting out-of-state students. Check out the articles we have been discussing for more information. Depending on your teenager’s grades and test scores, there might even be a substantial financial break for you.

Episode 50: Colleges in New York State—Part I

In recent episodes, we have focused our virtual tour of colleges on the public and private higher education institutions in the Mid-Atlantic region: Maryland, Delaware, the District of Columbia, New Jersey, and Pennsylvania. As we explained then, we put off a look at colleges in New York (which is, of course, part of the Mid-Atlantic region) because we knew that it was the home state of many of our listeners, and we knew that they would be especially interested in it. It is possible that other listeners are also interested in New York State, perhaps because it has more four-year colleges than any other state—about 130.

Today, we will look at public four-year colleges in New York. They can be found in two massive systems of public higher education, two of the very biggest in the nation: The State University of New York and The City University of New York (located, of course, in the five boroughs of New York City). Plus, there are a couple of special additional public choices we will take a glance at.

And, as we say every time, no college—not even one in our home state—has asked us or paid us anything to include it. These are our own choices.

1. The State University of New York

Founded in 1948 with the consolidation of 29 existing higher education institutions, The State University of New York (commonly referred to as SUNY) is, in fact, the largest comprehensive university system in the U.S. Currently, SUNY comprises 64 institutions, almost half of which (30) are community colleges. Here is an interesting fact: “93 percent of New Yorkers live within 15 miles of a SUNY campus, and nearly 100 percent live within 30 miles” (quoted from the website). And here is another: “One out of three New York State high school graduates choose SUNY, and the total enrollment of nearly 463,000 full-time and part-time students represents 37 percent of New York State’s higher education student population” (quoted from the website).

Now, during our virtual tour, we have talked a fair amount about how New York State really doesn’t have a flagship university that high school students in the state are dying to attend—not in the same way as Texas or Ohio or Mississippi or North Carolina or lots of other states in the South and Midwest especially. But we have also talked a fair amount about how 70 percent or so of high school students stay in their home state for college. So, one of three New York high school students chooses a SUNY campus—and that doesn’t count those who choose a public City University of New York campus or a private college in the state.

Students can apply to most SUNY campuses by completing one online application and submitting all of their documents just once. SUNY advises students to apply by December 1 to ensure optimal financial aid, degree program choice, and campus housing.

Four University Centers. SUNY has four “university centers.” They are perhaps SUNY’s idea of four flagship-like campuses. The four are Stony Brook University on Long Island, Binghamton University in upstate New York, the University at Buffalo, and the University at Albany. I think that most New Yorkers would argue that Stony Brook and Binghamton are the two top universities in the SUNY system. So, let’s start with Stony Brook, which is located on a large rural-like campus in the far-out suburbs about 60 miles east of New York City, easily accessible by the reliable Long Island Rail Road.

Founded in 1957 to educate secondary school teachers of science and math, Stony Brook was directed by the State Board of Regents in 1960 to become an institution that would “stand with the finest in the country”—perhaps the Board of Regents’ idea of a flagship university. Today, it offers about 17,000 undergraduates and about 8,500 graduate and professional students 68 undergraduate degree programs and more than 140 graduate degree programs in its colleges and schools of arts and sciences, business, engineering and applied sciences, journalism (the only undergraduate school of journalism in a public New York university), marine and atmospheric sciences, social welfare, nursing, health technology and management, dental medicine, and medicine. It is well known and respected for its science, engineering, and medical programs, and it co-manages Brookhaven National Laboratory, a federal research laboratory. Stony Brook is one of the universities of choice for bright New York City students who are looking to attend a public college for financial reasons. About 25 percent of its undergraduates are Asian.

Stony Brook’s first-year students are assigned to one of six “Undergraduate Colleges,” which are organized around themes of interest to students: Arts, Culture, and Humanities; Global Studies; Human Development; Information and Technology Studies; Leadership and Service; and Science and Society. Students in each Undergraduate College receive “customized advising and support, special educational and social programs, and opportunities for close interaction with faculty and fellow students around themes of common interest. Both commuter and residential students are welcomed into College life. First-year resident members of each College are housed together in the same residential quadrangle.” (quoted from the website) With two freshman seminars and a host of educational and social activities, these Undergraduate Colleges help freshmen adjust to life at a university with 17,000 undergraduate students. Like other SUNY campuses, undergraduates are required to take a broad array of liberal arts and sciences courses to satisfy general education distribution requirements.

Like most major universities, Stony Brook offers a variety of study abroad opportunities and 20 varsity sports teams. And, of course, there are plenty of activities on campus, though my understanding is that some students who live on Long Island or in New York City go home on weekends.

Stony Brook’s incoming freshmen this fall posted average SAT scores in the mid-600s for mathematics and about 600 for critical reading and writing. Their average high school GPA was about a 3.8. Almost 90 percent of Stony Brook’s recent graduates are either employed or enrolled in graduate or professional school—a good record for a public university.

Binghamton University is in the relatively small upstate New York suburb of Vestal. Established in 1946 to serve the educational needs of World War II veterans, Binghamton was originally a branch of private Syracuse University and became a part of SUNY four years later. Today it offers about 13,500 undergraduates and about 3,500 graduate and professional students studies in seven schools and colleges: arts and sciences, community and public affairs, nursing, management, engineering and applied science, and education (graduate students only). A new graduate School of Pharmacy and Pharmaceutical Sciences will open in 2018.

About 20 percent of its undergraduates stay at Binghamton to earn a graduate degree. Almost 70 percent of undergraduates earn their degrees in the Harpur College of Arts and Sciences, the oldest college at Binghamton. Like Stony Brook, Binghamton has broad liberal arts and sciences general education requirements for its undergraduate students.

Binghamton fields 21 varsity sports teams and offers a lot of outdoor recreational activities in nearby state parks. It is one of 16 colleges to earn “the highest score on The Princeton Review’s annual ‘green rating’ for campus environmentally-related policies, practices and academic offerings” (quoted from the website).

Binghamton’s incoming freshmen last fall posted average SAT scores in the mid-600s for mathematics and just a bit lower for critical reading and writing. Their average high school GPA was about a 3.6.

If students prefer a more urban location, then either the University at Buffalo or the University at Albany might be preferable to Binghamton and Stony Brook. Undergraduate enrollment at Buffalo is the highest of the four university centers at about 20,000 students, while undergraduate enrollment at Albany is the lowest at about 13,000 students. So these are all substantial universities, which would seem really big to any freshman—albeit nothing close to the largest of the flagship universities we have talked about earlier in our virtual tour. Incoming freshman SAT scores are just a bit lower at Buffalo and Albany, which might put them in reach of more students.

In-state tuition and fees at the university centers run a remarkably reasonable $9,000 per year, with out-of-state tuition and fees at about $22,000 to $24,000.

Specialized Institutions. There are three specialized SUNY institutions worth a quick mention, even though they will likely be of interest only to a limited audience:

  • “The College of Environmental Science and Forestry (ESF) is . . . focused on the science, design, engineering and management of natural resources and the environment. [It] offers 23 undergraduate and 30 graduate degree programs . . . . Students study at the Syracuse campus and on 25,000 acres of property throughout New York State. ESF also offers numerous opportunities to study abroad. Career-related internships provide invaluable work experience and can often pave the way to permanent positions after graduation. ESF’s special relationship with neighboring Syracuse University provides ESF students with access to selected SU courses, student services and activities.” (excerpted and quoted from the SUNY website) ESF serves just about 1,700 undergraduate students.
  • “Founded in 1874, Maritime College [is the] oldest and largest maritime school in the country. . . .   [It] is located in historic Fort Schuyler, [the]Bronx. . . . Maritime offers undergraduate programs in engineering, naval architecture, marine transportation, maritime studies, marine environmental science and international transportation and trade. . . .       Maritime students may pursue a U.S. Coast Guard License. These students participate in Maritime’s structured Regiment of Cadets, as well as summer sea terms aboard the Empire State VI training ship. There is no military obligation for Maritime graduates unless they choose to participate in one of four ROTC programs. Graduates enjoy a nearly 100% career placement rate and earn some of the nation’s highest average starting salaries.” (excerpted and quoted from the SUNY website) Maritime serves just about 1,600 undergraduate students.
  • “The Fashion Institute of Technology (FIT) is . . . a renowned college of art and design, business and technology, with more than 40 degree programs. Majors span a wide range of fields, from photography and toy design to international trade and cosmetics and fragrance marketing.       Each major includes a full liberal arts education. A faculty of academics and working professionals integrates hands-on teaching with real-world expertise, and industry connections provide unrivaled internship and career opportunities.” (excerpted and quoted from the SUNY website)       FIT is located in the heart of Manhattan in New York City and serves about 9,500 undergraduate students.

Any of these three colleges could be the right choice for a student who is interested in these specialized fields of study. And, while we said that Maritime and Environmental Science and Forestry serve only about 1,600 to 1,700 undergraduates—making them quite small by SUNY standards—remember that we have talked about quite a few colleges, especially small private colleges, that are a lot smaller than that.

Two Comprehensive Colleges. When talking about the state public higher education systems in other states on our virtual tour, we have typically talked only about individual colleges that we thought were attractive enough to draw out-of-state students away from the public colleges in their own state in order to attend them. That is a high standard, I think. I am not sure that any of the many other SUNY campuses are sufficiently attractive to do that, but let us mention two that might be. Both are well known here in the southern part of the state and are certainly better known regionally than nationally: SUNY New Paltz and SUNY Purchase.

Founded in 1828 as the New Paltz Classical School (teaching Latin, Greek, reading, writing, and arithmetic to local children), SUNY New Paltz became a normal school for training teachers and was one of the founding institutions of the SUNY system. It is located in a small town about 90 minutes north of New York City in the picturesque Hudson River Valley, with lots of nearby outdoor activities that draw vacationers from all over. A popular campus that typically receives more than 14,000 applications for 1,100 slots, New Paltz admits freshmen that are good students, academically on par with the University at Albany. This fall, about 93 percent of New Paltz freshmen were New York residents.

New Paltz offers its approximately 6,500 undergraduates a choice of 105 majors across five schools/colleges: liberal arts and sciences (the largest of the schools/colleges), education, business, fine and performing arts, and science and engineering. As we have already said about SUNY campuses, undergraduates are required to complete a general education core, covering a broad array of arts and sciences fields. New Paltz undergraduates take about 12 to 14 courses, more in the arts than in the sciences. New Paltz also serves about 1,000 graduate students.

New Paltz fields 15 varsity sports teams and sponsors over 200 student organizations. It offers students a full-fledged campus life in what many people consider an idyllic setting.

SUNY Purchase (also known as Purchase College) is located just outside New York City in suburban Westchester County. It was founded in 1967 by Governor Nelson Rockefeller to “combine on one campus conservatory training in the visual and performing arts with programs in the liberal arts and sciences” (quoted from the website). Today, within its School of Liberal Arts and Sciences (where about 65 percent of Purchase students study), it has schools of film and media studies, humanities, and natural and social sciences. Within its School of the Arts (where about 35 percent of Purchase students study), it has a School of Art + Design and conservatories of dance, music, and theatre art (including its own dance company and its own theatre repertory company); it also offers a bachelor’s degree in arts management and a master’s degree in entrepreneurship in the arts. In total, Purchase offers about 47 bachelor’s degree majors—six of which are in music (one in production, two in composition, and three in performance)! These arts degree programs make Purchase a truly unique public opportunity for about 4,500 undergraduate students and just over 100 graduate students.

In addition to its dancers, Purchase fields 17 varsity sports teams. It offers a variety of special housing options, including freshman-year housing, conservatory floors, and residential learning communities built around themes (e.g., psychology and social justice, spirituality and society, leadership). Freshmen admitted to Purchase this fall had SAT subtest scores averaging in the mid-500s and a high school GPA of about a 3.1. So that puts it in range of just-above-average students. Of course, those students applying to the arts programs must meet audition or portfolio standards, too.

In-state tuition and fees at the comprehensive colleges run about $7,500 per year, with out-of-state costs at about $17,500—so, a bit lower than the university centers and, again, a great price.

Four Undergraduate Statutory Colleges. SUNY also has four colleges housed at two universities that are, otherwise, private. They are the New York State College of Ceramics at Alfred University and Cornell University’s School of Industrial and Labor Relations, College of Agriculture and Life Sciences, and College of Human Ecology (that is, three of Cornell’s seven undergraduate colleges/schools). Let’s take a quick look:

  • Since 1900, the NYS College of Ceramics at Alfred University has blended visual fine arts, design and the science of ceramics, glass and materials. It is . . . home to the School of Art & Design and the Inamori School of Engineering. These high quality, internationally known programs offer opportunities for small classes and individual attention at both the undergraduate and graduate levels. . . . The School of Art & Design, with BFA, BS (Art History) and MFA programs, works with internationally acclaimed artists in one of the nation’s finest art facilities. The Inamori School of Engineering, with BS, MS, and PhD programs, educates over one-third of all ceramic engineering graduates in the U.S. and is one of 10 centers for advanced research in New York.” (excerpted and quoted from the SUNY website) The College serves just about 600 undergraduates with these very special interests and talents.
  • Cornell’s “School of Industrial and Labor Relations is the only undergraduate school of its kind in the U.S. The ILR School has a unique program that uses the social sciences to examine the full range of ‘people’ issues faced in the workplace. ILR provides preparation for leadership positions in business, law, politics, social justice and public policy. The ILR curriculum provides a strong liberal arts foundation through classes in economics, sociology, psychology, history, law and statistics. From there, students can develop their special interests in a number of areas including management, law, human resources, dispute resolution, employee relations, labor economics, organizational behavior and international labor rights.” (quoted from the SUNY website) The ILR School serves just about 1,000 undergraduates.
  • Cornell’s “College of Agriculture and Life Sciences (CALS) . . . is the only college of agriculture and life sciences in the Ivy League and the second largest college at Cornell. The college is committed to research, education and outreach [and] . . . offers over 20 majors, all focusing on the four college priorities: Life Sciences, Applied Social Sciences, Environmental Sciences and Agriculture and Food. Undergraduates have the chance to use their skills and knowledge to answer some of the world’s most pressing social, economic and scientific challenges.” (excerpted and quoted from the SUNY website) The College serves about 3,500 undergraduates, who enjoy an enviable 7:1 student-to-faculty ratio.
  • Cornell’s “College of Human Ecology . . .       examines human life from a scientific, social and aesthetic perspective. By blending academic disciplines with a global point of view, students and faculty use their knowledge to explore and develop solutions to contemporary human issues. Students explore liberal arts disciplines including biology, chemistry, economics, psychology and sociology, and apply their knowledge in fields such as health, design, nutrition, public policy and marketing.       Students are prepared for medical, law or other graduate programs, and for careers in business, education, communications or other fields of health and human services.”       (excerpted and quoted from the SUNY website) The College serves about 1,250 undergraduates.

We will hear a bit more about Cornell next week when we turn to private colleges in New York State.

2. The City University of New York

Today’s extraordinary City University of New York (CUNY), with a total of 24 two-year, four-year, and graduate campuses serving over a quarter of a million degree students, began as the Free Academy, with about 200 students in 1849. It became The College of the City of New York in 1866. The all-female, free Normal College of the City of New York, which became Hunter College, was established in 1870. CUNY has a long and fascinating history, full of political battles and fights over free tuition and outreach to New York City’s many immigrant populations as they arrived decade after decade. The website notes that in “the post-World War I era when discrimination against Jews was common at Ivy League universities and other private educational institutions, many Jewish students and academics found their intellectual home at New York’s public colleges, where ethnicity, religion and national background barred no one” (quoted from the website). City College became known as the “Harvard of the Proletariat.” In 1961, CUNY was formed from the public college campuses that had sprung up to serve New York City’s growing population in all five boroughs.

The 11 four-year colleges, which cover all five boroughs, have their own histories and their own identities. Though most are best known in New York City, a few have enjoyed a somewhat wider reputation. High school students in New York City can generally get decent advice from high school counselors about their CUNY options (indeed, I believe that these are the higher education options that New York City high school counselors know best). But for those of you outside the City who are intrigued by life in the big city and who might be interested in taking a look at a CUNY college, here are four that you might consider:

  • The City College of New York (CCNY), located in upper Manhattan on a lovely campus with buildings designated as landmarks, is the flagship college of the CUNY system. Its founder, Townsend Harris, said this: “Open the doors to all. Let the children of the rich and the poor take their seats together and know of no distinction save that of industry, good conduct, and intellect” (1847). Today, it boasts schools of architecture, education, and engineering; humanities, arts, and science divisions; the Colin Powell School for Civic and Global Leadership; and the highly respected Sophie Davis School of Biomedical Education. CCNY enrolls about 13,000 undergraduate students and another approximately 3,000 graduate students.
  • Hunter College is located on the Upper East Side in Manhattan; it’s in a great part of town, but has no campus to speak of. It is CUNY’s largest college, with a total enrollment of about 23,000 students. In its six schools, Hunter offers liberal arts and sciences majors to its undergraduate and graduate students as well as professional programs in nursing, health professions, urban public health, education, and social work. Today, its students come from more than 150 countries and speak about 150 languages. Many are first-generation college-goers.
  • Baruch College, located on the site of the Free Academy in downtown Manhattan, is noted for its business programs. It is named for alumnus Bernard M. Baruch, financier and statesman. It offers its approximately 12,500 undergraduates a choice of 23 majors in its three schools: business, arts and sciences, and public affairs. Baruch also serves about 3,000 graduate students. Its students come from more than 120 countries and speak more than 110 languages.
  • Queens College, located on an attractive campus in a residential neighborhood of Flushing in the borough of Queens, is one of the larger CUNY colleges, serving more than 20,000 undergraduate and graduate students from more than 150 countries. Founded in 1937, it offers a broad and deep liberal arts and sciences curriculum with over 140 undergraduate and graduate majors in four divisions: education, mathematics and natural sciences, social sciences, and arts and humanities (including the Aaron Copland School of Music, which offers three music degrees). Queens graduates more teachers than any other college in the tri-state area, and more than half of Queens undergraduates go on to pursue graduate degrees.

This year’s freshman class at the four colleges we just profiled had average high school GPAs from 88 to 90 (on a 100-point scale) and average SAT composite scores in critical reading and mathematics from about 1160 to 1260.

CUNY’s prestigious Macaulay Honors College is a highly selective college that enrolls undergraduates on eight of the four-year CUNY campuses. Macaulay students take classes at their home campus, but also meet together at the Macaulay building in Manhattan for lectures and other activities. Macaulay students receive a full scholarship and a laptop. But there is an early December 1 deadline, so move quickly if you are interested. This year’s freshman class posted an average high school GPA of 94 (on a 100-point scale) and an average SAT composite score in critical reading and mathematics of about 1400.

Of course, students can join student organizations and play on varsity sports teams at CUNY colleges, though I think it is unlikely that students who are seriously committed to varsity athletics would make CUNY their first choice.

Students can apply to as many as six CUNY colleges with one application and one application fee (though some colleges and some special programs have supplemental requirements, such as additional essays). We believe that, for very good students, one or more of these four-year CUNY colleges can serve as a reasonable safety school during the college application process. We do not believe that it makes sense for very good students to apply to a less prestigious private college as a safety school when they would likely be better off academically and financially at one of the good CUNY four-year colleges.

The CUNY colleges are quite inexpensive for New York City residents and qualified New York State residents—from about $4,500 in tuition per year for a two-year CUNY campus to about $6,000 in tuition per year for a four-year CUNY campus.

3. Paying for College in New York State

(Be sure to listen to it in our recorded episode.)

4. Military Service Academies

New York State is home to two of the five military service academies: the U.S. Military Academy (commonly referred to as West Point) and the U.S. Merchant Marine Academy (USMMA), located in King’s Point on Long Island. These are public institutions, of course, funded by the federal government. Students pay no tuition or room and board, though they do incur an obligation to serve after graduation, as we have discussed in other episodes.

Let’s look briefly at the USMMA, which I think we probably know less about:

[USMMA] educates and graduates licensed Merchant Marine officers of exemplary character who serve America’s marine transportation and defense needs in peace and war. With 95 percent of the world’s products transported over water, these leaders are vital to the effective operation of our merchant fleet for both commercial and military transport during war and peace….

Known for its rigorous academic program, USMMA requires more credit hours for a baccalaureate degree than any other Federal service academy.  This challenging coursework is augmented by the Academy’s Sea year experience, which affords midshipmen the opportunity to acquire hands-on, real-world experiences aboard working commercial vessels sailing to ports around the world.  Midshipmen who master this demanding curriculum earn a unique combination of credentials:

A highly regarded Bachelor of Science degree

A U.S. Coast Guard license

An officer’s commission in the U.S. Armed Forces

For this reason, Academy graduates are highly sought after as officers in the military and the merchant marine.  This merchant fleet of efficient and productive commercial ships owned by U.S. companies and registered and operated under the American flag, forms an essential part of our domestic and international transportation system….

All graduates have a service obligation upon graduation…

Five years in the United States maritime industry, with eight years of service as an officer in any reserve unit of the armed forces

Or five years active duty in any of the nation’s armed forces.

In time of war or national emergency, the U.S. Merchant Marine becomes vital to national security as a ‘fourth arm of defense.’ Our merchant ships bear the brunt of delivering military troops, supplies and equipment overseas to our forces and allies, operating as an auxiliary unit to the Navy. Students at the USMMA take a core curriculum of liberal arts and sciences courses before choosing one of five majors in marine transportation and marine engineering.

To be eligible to join the approximately 950 young men and women at the USMMA, students must have a minimum SAT score of 560 on both the critical reading and mathematics subtests and must have taken an academically rigorous high school program. Students must also secure a nomination from a member of the U.S. Senate or House of Representatives from his or her home state. Such nominations should be sought ideally in May of the junior year of high school.

West Point was founded in 1802 and is located just north of New York City on the Hudson River. Its cadets choose from 40 academic majors that cover a broad array of disciplines—including American politics; art, philosophy and literature; foreign languages; history; sociology; management; and psychology; as well as the engineering and sciences you might expect. Throughout their four years, cadets take physical education courses (with their grades averaged into their GPAs) and are required to participate in competitive sports. And then there are the military skills:

“The heart of the military training takes place during the summer. The basic Soldier skills of rifle marksmanship, land navigation, and close combat are but the underpinnings of each cadet’s initial training the first summer; by graduation every cadet has participated in small-unit leadership training; attended military schools such as Airborne and Air Assault; served as senior leadership to junior cadets’ summer training; and interned . . . in active duty units across the globe.” (quoted from the website)

Average SAT scores of the incoming class of cadets were 608 in writing, 627 in critical reading, and 645 in mathematics. About 70 percent ranked in the top fifth of their high school graduating class. Of the approximately 4,000 high school students who were nominated by their Congressional representative, their U.S. Senator, or the Vice President of the U.S., only about 1,250 were accepted.

Here is what a West Point graduate can expect:

“Upon graduation, you will be commissioned as a second lieutenant in the Army and serve for five years on active duty (if you choose to depart the Army after five years, you will be required to serve three years in the Inactive Ready Reserve (IRR)). During your senior year, you’ll find out which specialized field, or “branch,” you will enter. Both the needs of the Army and your preferences will be considered.

In your first year after graduation, you’ll attend a Basic Officer Leader Course for general information and training. Upon its successful completion, you then take branch-specific courses to become competent in the technical aspects of your specialty.

Next, you’ll be sent to an Army unit where you will build experience in troop command for the next three years. You might lead a Military Police unit, a small artillery fire support team, or a Military Intelligence unit, for example.” (quoted from the website)

That is quite a bit of service—but also quite a bit of education and training. All free.

Episode 46: Colleges in the Mid-Atlantic Region–Part II

This is the nineteenth episode in our virtual tour of colleges across the U.S., designed to help you find colleges that might be great choices for your child, but are outside your geographic comfort zone. So far, we have toured the Great Lakes region, the Southeast region, the Rocky Mountain region, the Plains region, the Southwest region, the Far West region, and the New England region, and we started into the Mid-Atlantic region last week. We are on a continuing mission to see whether we can convince even our nearby listeners in this region to check out colleges in their neighboring states.

As always, we are discussing only four-year colleges, reasoning that students who plan to attend two-year colleges are highly likely to go to the closest one, which makes sense for a two-year college.

And let us say it once again, no college has asked us or paid us anything to include it in our virtual tour. These are our own choices.

1. The Mid-Atlantic Region

As we explained last week, even though The Bureau of Economic Analysis (an agency of the U.S. Department of Commerce) calls this region the Mideast region, I will continue to call it the Mid-Atlantic region, which, as a native Pennsylvanian, I have always called it. So, with apologies to the Bureau, we will look at the Mid-Atlantic region of Maryland, Delaware, the District of Columbia, New Jersey, Pennsylvania, and New York—but we are going to put off a discussion of New York because it is the home state of many of our listeners and we know that they will be especially interested in it (though we kind of wish they were not).

Last week, we examined the public flagship universities in the Mid-Atlantic region, including one HBCU, and we will continue to look at public options in this region in this episode. Next week, we will be taking a look at a variety of private colleges here.

2. Other Public State Universities

In each of these states, there are also other public universities—campuses within the flagship system, campuses within a second-tier system in Pennsylvania and New Jersey, and colleges and universities in their own right. As we said last week, some of these campuses are, in fact, historically black colleges and universities (HBCUs), and we will look at them separately. In looking at all of these other public options, I want to say again that we always consider whether any one of these public options is sufficiently attractive to draw a student away from the public options in his or her home state, which would likely be far cheaper.

I do believe that flagship universities are very often appealing enough to attract students away from public options in their own states, especially public options that are not their own flagship universities. I am not sure how many other public options there are in the Mid-Atlantic states that are that attractive, but let’s look at a few of the best candidates.

Let’s start in Pennsylvania with the University of Pittsburgh (commonly referred to as Pitt), a major urban university in a major city in the far western part of the commonwealth. Pitt was founded in 1787 as Pittsburgh Academy in a log cabin on the frontier and later came to be called Western University of Pennsylvania. In addition to its main campus—which enrolls about 19,000 undergraduates and 10,000 graduate and professional students, for a total of 29,000 students—Pitt also has four regional campuses.

Pitt has 14 undergraduate, graduate, and professional schools and colleges, including all the standard undergraduate colleges for a large university—arts and sciences, education, business, engineering, and information sciences—plus a School of Health and Rehabilitation Sciences, School of Nursing, and School of Social Work. Pitt also has graduate and professional schools of law, medicine, public health, dentistry, and pharmacy. By the way, Jonas Salk developed his world-changing polio vaccine at Pitt in 1955.

Pitt offers over 400 student organizations and 19 varsity sports teams. Pitt Panthers play some good basketball and football. The football team was the first college team to wear numbers on their jerseys, the first to fly to away games, and the first to play in games broadcast on the radio. And in case you didn’t know, Pitt’s four-time All-America Tony Dorsett was the first football player to win a college national championship (and the prestigious Heisman Trophy in 1976) and then the Super Bowl for the Dallas Cowboys in back-to-back years. Unfortunately, Dorsett has been diagnosed with chronic traumatic encephalopathy as a result of brain trauma from his playing years. So here’s a shout-out to you, Tony Dorsett: We loved to see you run and wish the very best for you now.

The latest class of Pitt freshmen came from 44 states and 17 foreign countries. About 65 percent were Pennsylvania residents (just about like Penn State), with New Jersey and New York being the next-most-popular home states. SAT subtest scores were in the low to mid-600s, and the average high school GPA was about a 4.0 (75 percent of students posted a GPA of 3.75 or higher). About 25 percent of students were non-white—a record high for the University.

Though tuition differs some by school within Pitt, tuition and fees run about $19,000 per year for in-state students and about $30,000 per year for out-of-state students—with out-of-state tuition and fees comparable to the flagship universities in the region, but with in-state costs a bit higher.

Coming along about 100 years after Pitt in the far western part of Pennsylvania was Temple University in Philadelphia in the far eastern part of the commonwealth. Temple had an interesting beginning:

Temple University’s history begins in 1884, when a young working man asked Russell Conwell if he could tutor him at night. A well-known Philadelphia minister, Conwell quickly said yes. It wasn’t long before he was teaching several dozen students—working people who could attend class only at night, but had a strong desire to make something of themselves.

Conwell recruited volunteer faculty to participate in the burgeoning night school, and in 1888 he received a charter of incorporation for “The Temple College.” His founding vision for the school was to provide superior educational opportunities for academically talented and highly motivated students, regardless of their backgrounds or means….

Today, Temple’s . . . students continue to follow the university’s official motto—Perseverantia Vincit, or “Perseverance Conquers.” (quoted, with editing, from the website)

Currently, Temple serves about 32,000 undergraduate, graduate, and professional students on its main campus in downtown Philadelphia. Temple has other campuses in Philadelphia; three campuses outside Philadelphia, but in Pennsylvania; a campus in Rome; and quite a campus in Japan. The Japan Campus serves about 800 students in undergraduate degree programs (almost half are U.S. residents) and another 2,500 graduate, professional, and corporate adult students from about 60 countries:

Temple University, Japan Campus (TUJ), is the oldest and largest foreign university in Japan. Founded in 1982, TUJ has developed into a nationally recognized institution offering an extensive range of educational programs. In addition to its core undergraduate program, TUJ offers graduate programs in law, business, and education; an English-language preparation program; continuing education courses; and corporate education classes….

TUJ is the first educational institution in Japan to be officially recognized as a Foreign University, Japan Campus by Japan’s Ministry of Education, Culture, Sports, Science and Technology. This status allows TUJ to sponsor student visas, enabling international students to study at the university on either a short-term basis (one or two semesters) or a long-term basis (such as to complete a full four-year program). Temple has 17 undergraduate, graduate, and professional schools and colleges—including all of the regular choices, plus a School of Environmental Design, a School of Tourism and Hospitality Management, and the Boyer College of Music and Dance. It offers undergraduates over 100 degree programs.

Like the big public universities we have been discussing, Temple has hundreds of student organizations and 19 varsity sports teams. Temple also offers Army ROTC—Reserve Officers’ Training Corps, which provides leadership training during the year and in the summer. ROTC cadets graduate as Second Lieutenants, with a required service commitment. ROTC scholarships can pay for up to full tuition for eligible students. Though we haven’t talked about ROTC much, it is available on about 1,100 college campuses nationwide.

Incoming freshmen at Temple post SAT subtest scores averaging in the mid-500s, with a high school GPA average of about 3.5. About 75 percent are Pennsylvania residents—meaning to me that Temple is not as well known outside the commonwealth as Pitt and Penn State.

Its tuition differs by school/college, with the College of Liberal Arts running about $15,000 a year for Pennsylvania residents and about $25,000 a year for out-of-state students. But out-of-state students attending Temple’s fine arts schools or business school, for example, will pay closer to $33,000 a year. So, parents, check the tuition rates carefully school by school at universities you are looking at for your teenager.

Let’s turn our focus to New Jersey and its two public research universities in addition to Rutgers: Rowan University and New Jersey Institute of Technology (NJIT). Let’s start with Rowan, which came rather late to the game for colleges in this part of the country—that is, in 1923. It was started as a normal school to train teachers for South Jersey on a piece of land that 107 residents of Glassboro raised money to buy and donate to the state for this institution. Becoming a junior college and then Glassboro State Teachers College, Rowan got its new name in 1992 from benefactors Henry and Betty Rowan, who gave the university $100 million, with a request “that a College of Engineering be created with a curriculum that would address the shortcomings of engineering education at that time” (quoted from the website). Wow. Glassboro, by the way, is a reasonably short drive from both Philadelphia and Atlantic City. Rowan also has a campus in Camden to serve the needs of its inner-city residents.

Rowan offers its approximately 11,000 undergraduates about 90 degree programs in about a dozen undergraduate, graduate, and professional schools and colleges, including the Henry M. Rowan College of Engineering. Rowan also serves another approximately 2,500 graduate and professional students, for a total of about 13,500 students, and provides plenty of student organizations and 16 varsity sports teams.

The Henry M. Rowan College of Engineering offers degrees in biomedical, chemical, civil and environmental, electrical and computer, and mechanical engineering. According to the website, “A signature component of the program, the Engineering Clinics, thread the 4-year program of study. The Clinic sequence accentuates a hands-on, team-oriented approach to a highly multidisciplinary education. The importance placed on technical and communication skills make Rowan engineers a valuable asset for the region and the profession.”

Incoming freshmen two years ago posted average SAT subtest scores in the mid-500s and an average high school GPA of 3.5. Interestingly, beginning with this year’s freshman class, students who had a high school GPA of 3.5 or better could choose not to submit college admission test scores—with some exceptions, including engineering students, homeschooled and international students, and students applying for merit scholarships—but rather write an additional admissions essay.

In-state tuition and fees run about $13,000 a year, while out-of-state tuition and fees run about $21,000 a year—which make it one of the better-priced options for out-of-state students we have discussed. Rowan also offers Wintersession, which allows students to take a three-credit course on an accelerated schedule—and out-of-state students pay the same lower cost as in-state students. So, students can finish a degree faster and cheaper!

Let’s move on to NJIT, located on a 45-acre campus in the University Heights district of downtown Newark and founded as Newark Technical School by an act of the New Jersey legislature in 1880 to provide for industrial education for New Jersey residents. Known as New Jersey’s Science and Technology University, NJIT serves almost 8,000 undergraduates and another approximately 3,000 graduate students, for a total of about 11,000 students—one of the smaller public options.

NJIT is a specialized technical university, offering over 45 bachelor’s degree programs in its schools and colleges of engineering, architecture and design, computing sciences, management, and science and liberal arts (which is understandably heavy on the sciences). Despite its technical orientation, NJIT also offers students traditional college life, including over 90 student organizations and 17 varsity sports teams and with about half the freshman class choosing to live in NJIT residence halls on campus.

Almost 20 percent of NJIT undergraduates are female. The Murray Center is dedicated to helping those undergraduate women succeed. As well as serving as an informal gathering place, the Center houses the Society of Women Engineers and NJIT’s Big Sister–Little Sister and Alumnae–Student mentoring programs.

Average SAT subtest scores for incoming freshmen last fall were a 563 in critical reading and a 629 in math. I think this is an unusually clear statement of what NJIT is looking for in an applicant, according to its website:

The average composite SAT score for our enrolling freshmen is 1190. If your score is below 1100, we recommend that you retake the test to try to raise it.

Class rank: We look for students in the top 30 percent of their class. For schools that don’t use a ranking system, we consider a B average to be equivalent. (quoted from the website)

I think that these scores and high school grades put NJIT within reach for a lot of students who thought a highly technical university might be too selective for them.

Tuition and fees for New Jersey residents run about $16,000 per year, while tuition and fees for out-of-state residents are almost twice that at about $30,000 per year. These figures put NJIT about on a par with the flagship universities we discussed last week. Incidentally, NJIT offers rolling admissions, with a decision coming just two to three weeks after an application is complete (and note that some programs in the College of Architecture and Design do require a portfolio of creative work as part of the application).

Let’s head over to Maryland to look at two special colleges: St. Mary’s College of Maryland and the U.S. Naval Academy. Starting with St. Mary’s College of Maryland, The Public Honors College, we find a very small public institution, located on the St. Mary’s River in the Chesapeake Bay region, about 70 miles southeast of our nation’s capital and about 95 miles south of Baltimore. St. Mary’s has a most unusual history from the moment colonists reached the land that is now its campus:

English colonists arrived aboard the Ark and Dove in 1634, determined to establish a settlement under a charter from King Charles I, authorizing them to take dominion of the lands surrounding the Chesapeake Bay. Led by Leonard Calvert, second son of Lord Baltimore, they came ashore within sight of where the College stands today, signed a treaty of peaceful coexistence with the Yaocomaco, and named their town St. Mary’s City. Though the settlement had ceased to flourish by the end of the 17th century, it was the capital of Maryland for 61 years (until 1695) and saw the beginnings of civil rights and representative government on this continent.

From the very first, St. Mary’s embraced the ideal of making an excellent education affordable. In 1846, the first board of trustees designed tuition and living costs to be substantially lower than those at similar schools. After 1868, when the General Assembly began giving the school annual appropriations, the seminary frequently educated up to half of its students…free of charge…. During the 20th century, the school expanded its campus and enriched the quality of instruction to serve the growing numbers of young women, and eventually men, who desired a fine education….

In 1927, … St. Mary’s became Maryland’s first junior college, affording students the unique opportunity to complete four years of high school and two years of college at the same institution.

In 1947, the Maryland Commission on Higher Education slated St. Mary’s Female Seminary-Junior College for dissolution although it was fully accredited and had begun admitting male students. Before the governor could act, a large public outcry, prompted by tireless alumnae, not only saved the school from extinction, but created the momentum for removing the word “Female” and renaming it St. Mary’s Seminary Junior College (1949), and its eventual evolution into a four-year baccalaureate college (1967). In 1992, the Maryland legislature designated it the state’s public honors college. (quoted, with editing, from the website)

Today, St. Mary’s serves almost 1,800 undergraduates (and about 35 graduate students in a Master of Arts in Teaching program). It is the quintessential liberal arts college, offering 24 majors in 17 departments, with seven intriguing cross-disciplinary minors. Students take a truly liberal arts core curriculum, which includes a freshman seminar on the liberal arts skills; a one-course international language requirement; courses in six academic fields that represent “liberal arts approaches to understanding the world” (arts, cultural perspectives, humanistic foundations, mathematics, natural sciences, and social sciences); and an “experiencing the liberal arts in the world” requirement, which can be satisfied by a study tour or a semester or year-long study abroad program, or a credit-bearing internship, or a service learning class.

St. Mary’s offers public higher education students a small-college atmosphere, with a student-to-faculty ratio of just 10:1 (very unusual for a public higher education institution)—as well as 85 student organizations and 17 varsity sports teams. While designated as an honors college, the academic profile of its freshman class seems achievable by many college-bound students. Average SAT subtest scores are a trio of scores in the high 500s, and the average high school GPA is about a 3.4. About 90 percent of its students are Maryland residents, and I am guessing that is partly because St. Mary’s has a low profile outside the state.

Maryland residents pay about $14,000 per year in tuition and fees, and out-of-state students pay about $29,000—or twice as much. That out-of-state figure is equivalent to many of the other public institutions we have been discussing. But families and students who are looking for a small liberal arts college vibe at a public price might find St. Mary’s remarkably attractive.

Another almost-unique public institution in Maryland is the U.S. Naval Academy (often referred to by its location as Annapolis)—one of the nation’s five military service academies—founded in 1845. As we said in an early episode of NYCollegeChat, the federally funded military service academies are all outstanding, academically rigorous institutions, whose mission is to build highly trained and highly ethical leaders, in this case for the Navy and the Marine Corps. Students are classified as midshipmen on active duty in the Navy.

Young men and women at the Academy graduate with Bachelor of Science degrees in a choice of about 25 majors—mostly in science, technology, engineering, and mathematics related to their future careers, though they can major in Arabic, Chinese, economics, English, history, or political science (and minor in other foreign languages). Upon graduation, they are commissioned as Ensigns in the Navy or Second Lieutenants in the Marine Corps. Academy graduates serve at least five years after graduation—a significant, and perhaps scary, commitment for many high school seniors to make.

Admissions to the Academy is a multi-step process, which includes the well-known appointment by a government official, typically a U.S. Representative, a U.S. Senator, or the Vice President of the U.S. Those government officials look over applications from interested students and decide which to put forward for possible admission to the Academy. Clearly, admission to the Academy is highly selective in every possible way.

As with all federal military service academies, tuition, room and board, and everything else are free. Midshipmen also receive a monthly stipend while in school, though certain expenses are deducted from it. Actual cash pay is about $100 a month to start. Midshipmen get normal holiday breaks, but only three weeks of vacation in the summer. The Academy and what follows are a way of life—with enormous benefits and likely some sacrifices.

3. Historically Black Colleges and Universities

As we said last week, we have talked many times about historically black colleges and universities (commonly referred to as HBCUs), which were established with the mission of educating African-American students solely or primarily. You might recall that there are just over 100 HBCUs—public and private, rural and urban, large and small, two-year and four-year and graduate schools. They all have a strong sense of community among the alumni/alumnae and a strong sense of tradition and shared culture on HBCU campuses.

Eight of the public HBCUs are located in this Mid-Atlantic region—the University of the District of Columbia, the flagship university, which we discussed last week; The Lincoln University in Chester County, Pennsylvania, and Cheyney University of Pennsylvania; Delaware State University; Morgan State University in Baltimore; and three campuses of the University System of Maryland, namely Coppin State University, Bowie State University, and the University of Maryland Eastern Shore. Let’s look briefly at two of these.

Starting in Maryland, Morgan State University is located in residential northeast Baltimore and carries “the responsibility of addressing the needs of residents, schools, and organizations within the Baltimore Metropolitan Area” (quoted from the website). Though Morgan awards more bachelor’s degrees to African-American students than any other higher education institution in Maryland, it has served and continues to serve students of all racial and ethnic backgrounds. Morgan has an interesting history:

Founded in 1867 as the Centenary Biblical Institute by the Baltimore Conference of the Methodist Episcopal Church, the institution’s original mission was to train young men in ministry. It subsequently broadened its mission to educate both men and women as teachers. The school was renamed Morgan College in 1890 in honor of the Reverend Lyttleton Morgan, the first chairman of its Board of Trustees, who donated land to the college. Morgan awarded its first baccalaureate degree . . . in 1895. . . .

Morgan remained a private institution until 1939. That year, the state of Maryland purchased the school in response to a state study that determined that Maryland needed to provide more opportunities for its black citizens. . . .

By the time it became a public campus, the College had become a relatively comprehensive institution. Until the mid-1960s, when the state’s teachers colleges began their transition to liberal arts campuses, Morgan and the University of Maryland College Park were the only two public campuses in the state with comprehensive missions. . . .

[I]n 1975 the State Legislature designated Morgan as a university. . . . In 1988 Maryland reorganized its higher education structure and . . . campuses in the state college system became part of the University of Maryland System. Morgan and St. Mary’s College of Maryland were the only public baccalaureate-granting institutions authorized to have their own governing boards. The legislation also strengthened Morgan’s authority to offer advanced programs and designated the campus as Maryland’s Public Urban University. (quoted and edited from the website)

Today, Morgan boasts nine undergraduate schools and colleges, including the School of Community Health and Policy, the School of Global Journalism and Communication, the School of Architecture and Planning, the School of Engineering, and, appropriately, the School of Education and Urban Studies. Morgan’s approximately 6,500 undergraduates choose among about 45 bachelor’s degree programs. (Morgan enrolls another approximately 1,500 graduate and professional students.)

About 80 percent of Morgan’s students are African American, and about 75 percent are Maryland residents, with nearby New York, New Jersey, D.C., and Pennsylvania being the next-most-popular residences. Tuition and fees are a relative bargain at Morgan, with Maryland residents paying just about $7,500 per year, and out-of-state residents paying about $17,000 per year.

When Marie and I attended the National Association for College Admission Counseling’s college fair in New York City last April, we spoke with Grayson Savoie, an admissions officer, who offered the following audio pitch for Morgan for NYCollegeChat. (Be sure to listen to it in our recorded episode.)

For a last look at HBCUs in the Mid-Atlantic region, I would like to spotlight The Lincoln University, located in Chester County, Pennsylvania—just southwest of Philadelphia and northwest of Newark, Delaware. The University “formally associated” with the Commonwealth of Pennsylvania as a public institution in 1972, but its roots go far, far back as the oldest degree-granting HBCU in the country. Chartered as the private Ashmun Institute in 1854, it was renamed after President Abraham Lincoln in 1866.

Horace Mann Bond, Lincoln Class of 1923 and the eighth president of the University, wrote that it was “the first institution found anywhere in the world to provide a higher education in the arts and sciences for male youth of African descent” (quoted from his book, Education for Freedom). If President Bond’s name sounds familiar, it will be obvious why in this statement by current Interim President Richard Green last month:

Lincoln University’s administration, faculty, staff and students are deeply saddened to learn of the passing of Julian Bond, an admired civil rights leader who leaves a rich legacy that others can only aspire to achieve. He spent many years on this campus with his father, Horace Mann Bond ’23, the university’s first African American president, from 1945 to 1957. (quoted from the website)

Currently, the University enrolls about 1,600 undergraduate students and about 200 graduate students. About 80 percent of its undergraduates are black, and only about 40 percent are Pennsylvania residents. For a small school, it has quite a list of prominent alumni/alumnae, including poet Langston Hughes, U.S. Supreme Court Justice Thurgood Marshall, and the first presidents of both Ghana and Nigeria.

The University offers over 25 undergraduate degree programs in the liberal arts and sciences and in some career fields, including business, criminal justice, mass communications, health science, and nursing.

Applications are accepted any time after completion of a student’s junior year in high school, with admissions decisions made on a rolling basis, with no firm deadline and with decisions made in three to four weeks. Students may apply for spring admission, too. Its incoming freshmen last fall posted average SAT subtest scores in the low 400s and an average high school GPA of about a 2.8.

Tuition and fees run about $12,000 per year for Pennsylvania residents and about $17,000 for out-of-state students—the slimmest difference we have seen.

Episode 45: Colleges in the Mid-Atlantic Region–Part I

This is the eighteenth episode in our virtual tour of colleges across the U.S. We are starting the final group of episodes designed to help you find colleges that might be perfect for your child, but are outside your geographic comfort zone. So far, we have toured the Great Lakes region, the Southeast region, the Rocky Mountain region, the Plains region, the Southwest region, the Far West region, and the New England region. This episode takes us just down the road to our final stop: the Mid-Atlantic region, which you might think would be inside the geographic comfort zone of many of our listeners who live right here in the Mid-Atlantic states. However, we know that about 70 percent of high school students stay in their home state—not just in their home region—for college. So, we are going to have to see if we can convince even our nearby listeners to check out colleges in some neighboring states.

As we have said before, we are discussing only four-year colleges in our tour, reasoning that students who plan to attend two-year colleges are highly likely to go to the closest one, which makes sense for a two-year college. We think it makes less sense if your teenager is headed for a four-year college, and we will try to persuade you about that in our episodes.

Finally, as we often have said, no college has asked us or paid us anything to include it in our virtual tour. These are our own choices.

1. The Mid-Atlantic Region

One more time: The Bureau of Economic Analysis (an agency of the U.S. Department of Commerce) has divided the U.S. into eight regions, with each region’s covering from four to 12 states. In this episode, we will start our examination of what the Bureau calls the Mideast region, but which I simply have to call the Mid-Atlantic region, probably because I grew up in Pennsylvania and that’s what I have always called it. So, with apologies to the Bureau: In the Mid-Atlantic region, we will be looking at Maryland, Delaware, the District of Columbia, New Jersey, Pennsylvania, and New York—that is, four states, one commonwealth, and one district. However, we are going to put off a discussion of New York because it is the home state of many of our listeners and we know that they will be especially interested in it (though we kind of wish they were not). New York will get its own episodes in a couple of weeks, so stay tuned.

This week and next week, we will be examining public colleges in most of the Mid-Atlantic region and, after that, we will be taking a look at a variety of private colleges here. As always, I hope we will have a few surprises for you. Let me say that I do not like giving more air time to the Mid-Atlantic region than to many other parts of the country; but, I do believe that many of our listeners live here and might be persuaded to go just barely outside their comfort zone to a nearby state if we can motivate them to do so in these episodes.

2. Flagship Public State Universities

As we usually do, let’s begin with the flagship public state universities in Maryland, Delaware, New Jersey, and Pennsylvania. Some of them are better known nationally than others (likely because of some serious football playing—can you say, Nittany Lions?). While state public college systems and flagship universities typically have smaller campuses and branches in other locations in their states, it is the main location—that is, the flagship of each state’s public system—that we will talk about here because that is the campus that is most respected and most widely recognized, both in the state and certainly outside the state.

Let us remind you one more time of what we have said in other episodes about flagship campuses: They are the place to be, if you graduated from high school in that state. Why? Because they are relatively inexpensive, academically respectable, well regarded across the state and across the country, usually super-competitive in sports arenas, chocked full of student clubs and activities, within driving distance of home, and a social hub for high school classmates.

As I have said before, I think that great flagship campuses in other states are the hidden jewels of the college search for lots of students who never consider them.

With all that said, I also want to say that I do not believe that flagship campuses in the Mid-Atlantic states are quite as appealing to their residents as flagship campuses in much of the rest of the country (except New England) are to their residents. In the Mid-Atlantic region, Pennsylvania State University (commonly referred to as Penn State) is probably the one exception to that statement. As we discussed a few weeks ago, it is likely a cultural thing, not an academic thing. Perhaps there is just a longer or more entrenched tradition of private higher education in the Northeast, including in the Mid-Atlantic region, than there is in other parts of the country.

So, what are these flagship campuses in the Mid-Atlantic region? They are the University of Maryland, College Park (UMD); University of Delaware in Newark (UD); Rutgers, The State University of New Jersey, in New Brunswick; and Pennsylvania State University, University Park, in State College. We will discuss the University of the District of Columbia separately later in this episode because it is so different in size and history from these other four.

First, let’s look at the locations of these flagship universities in a wide variety of communities. Newark, Delaware, and State College, Pennsylvania, are both small towns; College Park, Maryland, is virtually a suburb of Washington, D.C., right over the northeast border of our nation’s capital; and New Brunswick, New Jersey, is truly urban, sitting in the heavily trafficked corridor between New York City and Philadelphia. These communities couldn’t be more different—or, as we might say, something for everyone.

Turning to the four flagship universities themselves, we can put them into three groups by enrollment size, starting with the largest university, which is Penn State. At the University Park main campus, Penn State enrolls about 40,000 undergraduates and another 6,500 graduate and professional students, for a total of about 46,500 students. These enrollment figures put Penn State in the same category as the big Midwestern flagship universities discussed in our Great Lakes episodes.

Only about 60 percent of students at Penn State are state residents—not surprising, given that I believe it is the flagship university in this region most likely to attract out-of-state students, though it also seems likely that the university is seeking some geographic diversity in its student body. Penn State now draws students from all 50 states and over 100 foreign countries. (We should also mention that there is a huge Commonwealth system of 23 more campuses to serve other Pennsylvania residents as well as 14 state colleges in their own statewide system.) The average SAT scores of incoming freshmen at the main campus in State College last year were a pair of reading and writing scores in the high 500s and a mathematics score in the low 600s. The average high school GPA of incoming freshmen is a commendable 3.6—a bit higher than we might expect, given the average SAT subtest scores.

Rutgers and UMD are next on the list, according to enrollment size. Rutgers serves about 32,000 undergraduates and about 8,500 graduate and professional students, for a total of about 40,500 students. About 45 percent of its undergraduates identify as Caucasian/white; about 25 percent identify as Asian. Rutgers draws from about 45 states and 65 foreign countries. Just a bit smaller than Rutgers, UMD serves about 27,000 undergraduates and about 10,000 graduate and professional students, for a total of about 37,000 students. UMD draws students from all 50 states and from about 115 foreign countries. Each university draws a whopping 80 percent or so of its students from its own state. The next-most-popular states of residence for UMD students are nearby and populous New Jersey and New York. Incoming freshmen at Rutgers have an average high school GPA of a 3.7 (about like Penn State), with average SAT subtest scores hovering in the mid-600s (except for the engineers, whose average GPA is a remarkable 4.2). Incoming freshmen this year at UMD have an average high school GPA of that same remarkable 4.2, with average SAT subtest scores hovering in the high 600s.

Finally, we come to UD, with about 18,000 undergraduates and about 4,500 graduate and professional students, for a total of about 22,500 students—about half the size of Penn State, but still not small by anyone’s standards. A university with 18,000 undergraduates is going to feel gigantic to most 18-year-olds. Incoming freshmen at UD have average SAT subtest scores hovering around 600—about like Penn State’s scores. Only about 40 percent of UD undergraduates are from Delaware, perhaps because Delaware is such a small state and the University is a reasonably large school.

Let us remind you, listeners, again that most colleges are looking for geographic diversity in their student body and that students might be able to get into a better college far from home if that college is lacking, but wanting, that diversity. My guess is that any of these flagship universities would be interested in a student from the other side of the country if that student posted a decent high school GPA and some decent college admission test scores. Now if that student comes from New York or another reasonably close state—as we know many of them do—then the GPA and test scores might need to be a bit better since there will be competition from other appealing candidates from New York.

UD is the oldest of these institutions, and it has an impressive history. It was founded in 1743 in Pennsylvania as a private academy to educate clergy and was moved to Delaware in 1765. Its first class of students boasted three students who went on to sign the Declaration of Independence, one of whom also signed the U.S. Constitution later. UD’s colors of blue and gold were taken from the Delaware State flag, which got them from the colors of George Washington’s uniform. They also represent the colors of the flag of Delaware’s first Swedish colonists.

Rutgers came along in 1766 as Queen’s College, a private institution with Dutch religious roots. It was renamed in 1825 for Henry Rutgers, a Revolutionary War colonel and college benefactor. Around 1918, New Jersey College for Women was born; it became Douglass College and is now Douglass Residential College, which offers courses and services to 2,400 women who have been admitted to Rutgers and choose to affiliate with the College.

Penn State and UMD both opened almost a century later, in the mid-1800s, as agricultural colleges. UMD gradually became public over the years, until the State took full control in 1916 and then linked the College Park and Baltimore campuses to create the University in 1920. Interestingly, it was during the Great Depression in the 1930s that Penn State began to open its undergraduate branch campuses throughout the commonwealth for students who could not afford to travel away from home to attend college.

Turning to academics, these flagship universities have from 7 to 12 undergraduate schools and colleges (and additional graduate and professional schools and colleges)—from liberal arts and sciences to many career-related fields, including, at the undergraduate level, engineering, education, business, fine arts and architecture, nursing, earth and mineral sciences, communications, agriculture and natural resources, environmental sciences, information and computer sciences, health sciences, public health, social work, and planning and public policy. In 2013, Rutgers opened its Biomedical and Health Sciences division, housing eight undergraduate, graduate, and professional schools, in its own facilities in New Brunswick and elsewhere in the state. In other words, the possibilities for studying whatever a student wants are almost endless.

These flagship universities offer from about 90 to 160 undergraduate degree programs across their undergraduate colleges and schools. Rutgers claims to have one of the top three philosophy programs in the English-speaking world—along with New York University and the University of Oxford in the U.K. UD claims to have started the first study abroad program in the U.S. in 1923 with a junior year abroad in France; UD now specializes in short-term, faculty-led programs abroad. UMD offers what it calls an Education Abroad program the summer before freshman year and a Destination London program, in which freshmen spend their first full semester in London with other UMD freshmen.

At Penn State, typical undergraduates take almost one-third of their courses in the College of Liberal Arts. All students are required to take 45 credits of General Education courses, including three credits of writing-intensive coursework, a course in U.S. cultures, a course in international cultures, and coursework that covers social and behavioral sciences, humanities, natural sciences, quantitative skills, the arts, and health and physical activity—with health and physical activity being one of the more unusual distribution requirements we have seen (can you say, Nittany Lions?).

Like all other flagship universities, each of these four has several hundred student organizations, including fraternities and sororities—with UMD boasting over 800.

There are also varsity sports teams—from 19 to 29 women’s and men’s teams. The most famous of these is likely Penn State’s Nittany Lions football machine—unless you come from the Mid-Atlantic tradition of lacrosse (which is actually a Native American tradition) and find UMD’s Terrapins’ 12 national men’s titles and 459 All-Americans more impressive (by the way, terrapins are turtles). Rutgers and Princeton played the first intercollegiate football game on November 6, 1869, which Rutgers won 6–4 (the game was played with 25 players on each side and rugby-like rules).

Just as we have seen elsewhere, out-of-state tuition and fees at these flagship universities are on the high side, running right around $31,000 per year (about double in-state costs). While that is still lower than many private colleges in your home state—that is, before any financial aid package is figured in—I have to admit this tuition price tag is not much of a deal. But, as we have said in previous episodes, these flagship universities are better academically and more widely recognized than many private colleges where you would pay as much or more, and there is no prestige in attending a private college that is not as good as a great public university.

In the category of famous alumni, which I often like to mention, I want to note that actor Avery Brooks—maybe best known for his role as Benjamin Sisko on Star Trek: Deep Space Nine, but certainly most beloved (that would be by me) for his role as Hawk on Spenser for Hire—is an alumnus of Rutgers and has been a theater professor there, where his wife is an assistant dean. So, that’s a shout-out to Avery and Vicki Brooks, whom I have never met, but would love to, if you happen to be listening!

3. An Historically Black Flagship University

In an earlier episode in Series 1 of NYCollegeChat and in quite a few episodes during our virtual tour, we have talked about historically black colleges and universities (commonly referred to as HBCUs), which were established with the mission of educating African-American students solely or primarily—that is, a mission of serving students who had been excluded from many other higher education institutions because of their race. You might recall that there are just over 100 HBCUs—public and private, rural and urban, large and small, two-year and four-year and graduate schools.

As we explained in our earlier episode, HBCUs today enroll students who are not black. Some people say that it has become harder for HBCUs to recruit African-American students, who are now welcome at both selective and nonselective colleges across the U.S. Nonetheless, there is still a strong sense of community among the alumni/alumnae of HBCUs and a strong sense of tradition and shared culture on HBCU campuses.

Eight of the public HBCUs are located in this Mid-Atlantic region—the University of the District of Columbia; The Lincoln University in Chester County, Pennsylvania, and Cheyney University of Pennsylvania; Delaware State University; Morgan State University in Baltimore; and three campuses of the University System of Maryland, namely Coppin State University, Bowie State University, and the University of Maryland Eastern Shore. We are going to look at a few of them next week, but today we want to talk about the University of the District of Columbia—a flagship university that is also an HBCU.

The University of the District of Columbia (UDC) dates its history back to 1851 and 1873 and the creation of two normal schools for girls—one black, established by abolitionist Myrtilla Miner, and one white. Their merger many years later in 1955 formed the District of Columbia Teachers College—the only public higher education institution in Washington. But what if lower-income Washington residents, who needed a public higher education option, did not want to become teachers? Congress established two additional higher education institutions in 1966: Federal City College, a liberal arts college, and Washington Technical Institute, for vocational and technical training. In 1975, a law was passed to merge these three institutions into the University of the District of Columbia—still the only public higher education institution in our nation’s capital.

UDC is made up of a Community College; School of Engineering and Applied Sciences; School of Business and Public Administration; College of Arts and Sciences; College of Agriculture, Urban Sustainability and Environmental Sciences; and the David A. Clarke School of Law. UDC serves just about 2,000 undergraduate students in over 75 bachelor’s degree programs in what it calls its flagship schools, another approximately 2,500 in its own community college, and another approximately 600 in the graduate and professional programs.

UDC bachelor’s degree students all take an elaborately planned and sequenced set of General Education courses worth 37 credits (that is, almost one-third of the courses that are required for the degree). These courses are interdisciplinary and collaboratively taught.

Admission standards for UDC’s flagship programs are set out quite clearly on its website:

  • 2.5 high school grade point average and 1200 SAT or 16 ACT score; OR
  • 2.0 high school grade point average and 1400 SAT or 19 ACT score

About 85 percent of UDC flagship undergraduates are D.C. or Metro area residents. D.C. residents pay just about $7,500 per year in tuition and fees (an appealing bargain), Metro area residents pay approximately $1,000 more, and out-of-area students pay about $15,000 per year (also an appealing bargain, compared to other public institutions we have been discussing).

Episode 41: Colleges in the New England Region—Part I

This is the fifteenth episode in our virtual tour of colleges across the U.S. We are coming into the home stretch of helping you find colleges that might be perfect for your child, but that are outside your geographic comfort zone. So far, we have toured the Great Lakes region, the Southeast region, the Rocky Mountain region, the Plains region, the Southwest region, and the Far West region. This episode takes us all the way back across the country to the New England region, which is likely inside the geographic comfort zone of many, but certainly not all, families here in the Northeast—because, as we know, about 70 percent of high school students will stay in their home state—not even in their home region—for college. So, listen carefully, those of you in the Northeast, because there are some interesting colleges relatively nearby in some very small New England states.

I am sure that our listeners out in the Rocky Mountain or Plains regions think that these states seem both far away and quite small—compared to Montana, for example. But remember that some of them are densely populated, and that leads to lots of colleges being established over many, many decades. So this week, we will be examining public colleges in these six states; and, next week, we will be taking a look at a variety of very well-known and not-so-well-known private colleges in these six states.

With all that said, I also want to say that I do not believe that flagship campuses in New England are nearly the draw that they are in almost all of the other parts of the country (except in the Mid-Atlantic states, which we haven’t talked about yet). In other words, I think that it is much more likely that a high school senior in Texas is dying to go to the flagship campus of the University of Texas in Austin than that a high school senior in Massachusetts is dying to go to the University of Massachusetts Amherst. For high school seniors in Mississippi, the University of Mississippi, or Ole Miss, is the very best place they can imagine going. For high school seniors in Connecticut, the University of Connecticut is likely not the very best place they can imagine going—no matter how good it actually is. It is a cultural thing, not an academic thing. Perhaps there is just a longer or more entrenched tradition of private higher education in the Northeast than there is in other parts of the country.

Now, with all that said, let me also point out that applications to some of these flagship universities in New England are really on the rise—by a lot. So maybe things are beginning to change.

What are these flagship campuses in the New England states? They are The University of Maine (UMaine) in Orono, the University of New Hampshire (UNH) in Durham, The University of Vermont (UVM, from the Latin phrase for “University in the Green Mountains”) in Burlington, The University of Rhode Island (URI) in Kingston, the University of Connecticut (UConn) in Storrs, and the University of Massachusetts Amherst (UMass Amherst).

Let’s look at their locations first. I think of these locations as slightly off the beaten track. In other words, these locations are not the famous cities of these states. These flagship universities are not in Boston, Providence, Portland, or New Haven, for example. These locations are more like small towns—maybe great small towns and maybe even great college towns.

Burlington, Vermont, for example, is the nation’s number 1 college town, according to Travel + Leisure magazine. The University of Vermont is located on beautiful Lake Champlain (personally, I always think that Lake Champlain should be one of the Great Lakes), just 90 miles from Montreal, its closest big city. Burlington is recognized for its outdoor life, the arts, safety, and its overall quality of life.

Or take Orono, which is 140 miles from Portland, Maine’s biggest city. Orono is between the Stillwater and Penobscot rivers and not too far from Acadia National Park, Mt. Katahdin, and Bar Harbor—all well known spots to native Mainers and regular vacationers to the state, of which there are swarms (just try to drive up there on a summer weekend). Or look at Amherst. A lovely small New England town—admittedly in the middle of nowhere—it is in spitting distance of a handful of first-rate private colleges (listen in to hear about them next week) as well as the home of the Commonwealth’s flagship campus. For many people, these New England spots—sometimes close to the water and sometimes close to the mountains—are simply idyllic places to go to college.

Turning to the six flagship universities, we can put them into three groups by enrollment size, starting with the largest universities, which are UConn with about 23,000 undergraduates and a total of about 31,000 undergraduate, graduate, and professional students and UMass Amherst with about 23,000 undergraduates and a total of about 29,000 undergraduate, graduate, and professional students. These enrollment figures are substantial—especially given the size of the states—about on par with the University of Iowa, the University of Oklahoma, the University of Colorado Boulder, and the University of North Carolina at Chapel Hill, to name a few.

About 80 percent of students at UConn and UMass Amherst are state residents, which I think is a surprisingly high percentage since I would guess that these are the two New England flagship universities that are the best known outside the region. At each university, the average SAT score of incoming freshmen is a pair of scores in the low 600s. At UMass Amherst, the high school GPA of incoming freshmen is an impressive 3.78—higher than you might expect with average SAT subtest scores in the low 600s.

But let me tell you the most arresting statistic: Applications at UMass Amherst have doubled in the past 10 years (that is, there were 37,000 applications for just 4,650 seats in the Class of 2018). In the past 20 years, applications at UConn have tripled at the same time as SAT average scores have gone up a combined total of 200 points on two subtests and minority student applications have increased. Currently, UConn undergraduates are about 29 percent minority students, compared to UMass Amherst’s 21 percent. We can say, with certainty, that admission to these two flagship universities is more competitive than it has ever been.

Next in size are URI and UNH, each with about 13,000 to 14,000 undergraduates and a total of about 15,000 to 17,000 undergraduate, graduate, and professional students—just about half the size of UConn and UMass Amherst. Each university draws just about 50 to 55 percent of its students from its own state, and UNH draws another 25 percent from Massachusetts. Incoming freshmen at both URI and UNH have an average high school GPA of a 3.4, with average SAT subtest scores hovering around 550. So these two might be just a bit easier to get into from out of state than UConn and UMass Amherst.

Not too far behind, enrollment-wise, are UMaine and UVM, each with about 9,000 to 10,000 undergraduates and a total of about 11,000 to 12,000 undergraduate, graduate, and professional students. Incoming freshmen at UMaine are academically about like those at URI and UNH, while incoming freshmen at UVM score a bit higher, more like those at UConn and UMass Amherst.

Each of these flagship universities does, in fact, attract students nationally and internationally. And let us say one more time that colleges love geographic diversity and that students might be able to get into a better college far from home if that college is lacking, but wanting, that diversity in its student body. Any of these universities would likely be interested in a student from the other side of the country if that student posted a decent high school GPA and some decent college admission test scores—though those grades and scores will have to be better than decent if the student is interested in the top flagship campuses in New England.

UVM is, by far, the oldest of these institutions. Founded in 1791, it is the fifth oldest college in New England (after four Ivy League schools), and it, too, began as a private university. The Marquis de Lafayette, the French officer who fought with us during the American Revolution, laid the cornerstone of a building that still stands on the campus. UVM also claims to be the first college with a charter that said it was nondenominational. Then, almost 75 years later, along came the Morrill Act:

The Morrill Act of 1862 provided for the sale of public lands. Income from these sales was to be used to create at least one college in each state with the principal purpose of teaching agriculture and mechanic arts. From this grant of land comes the term “land grant,” which applied to the national system of state colleges. In a later adaptation of the concept, federal funds given to colleges for marine research and extension are called “sea grants.” (quoted from the URI website)

By the way, “space grants” and “sun grants” for additional types of research followed. Both UNH and UConn have land-grant, sea-grant, and space-grant designations.

So, the Morrill Act added a State Agricultural College to UVM, thus making it a public-private blended institution, and it gave rise to UMass Amherst in 1863, UMaine in 1865, UNH in 1866, UConn in 1881, and URI in 1888. They all grew into the full-fledged universities that they are today from their beginnings as “A and M’s.”

Turning to academics, these flagship universities have from 6 to 14 undergraduate, graduate, and professional schools and colleges—from liberal arts and sciences to many career-related fields, including, at the undergraduate level, engineering, education, business, fine arts, nursing, agriculture, forestry, environment and natural resources, information and computer sciences, and public health and health sciences.

Here are some of the schools and colleges that seem perfectly appropriate to the settings of these institutions. UNH’s School of Marine Science and Ocean Engineering, an interdisciplinary school focusing on today’s complicated ocean and coastal issues, offers undergraduates a couple of interdisciplinary degrees and minors in marine and freshwater biology, wetland ecology, oceanography, and coastal-zone-related engineering.

Similarly, URI has a Graduate School of Oceanography, which also offers undergraduate courses and an undergraduate minor. Professors mentor undergraduates in lab- and ship-based independent study courses and internships. There are also 10-week summer programs, but all of this is actually at the Narragansett Bay Campus of URI and not on the grounds of the flagship campus in Kingston.

UMaine’s College of Natural Resources, Forestry, and Agriculture has a School of Marine Sciences (with facilities in Walpole, on the coast rather than in Orono) as well as a School of Forest Resources, which offers five different bachelor’s degrees, including one in Forest Operations, Bioproducts, and Bioenergy and one in Forest Ecology. And at UVM, undergraduates can study the environment in about 20 majors across five schools and colleges—majors like Green Building and Community Design, Wildlife and Fisheries Biology, Sustainable Landscape Horticulture, Environmental Engineering, Ecological Agriculture, and Sustainable Business.

These flagship universities offer from about 80 to 120 undergraduate degree programs across their undergraduate colleges and schools. When students cannot find exactly what they want to study at the public university in their own state, the New England Board of Higher Education Regional Student Program kicks into action. This program allows students to study at a public college in another New England state if the program they want is not offered at a public college in their own state—at least for many majors. For example, Massachusetts residents can study in 110 different bachelor’s degree programs in other New England public colleges—like Ocean Engineering or Pharmaceutical Sciences or Textile Marketing at URI. Sometimes students even have a choice of more than one public college in more than one state for a particular program. And, of course, a nice tuition discount goes along with the deal so that out-of-state students in this program do not pay the full out-of-state tuition costs.

Like all other flagship universities, each of these six has more than 100 student clubs and organizations—and sometimes more than a couple hundred and, at UConn, more than 600. And there are lots of outdoor recreation opportunities in or near many of these locales, along with club sports and intramurals.

There are also varsity sports teams—from 15 to 22 women’s and men’s teams. While UMaine has done some damage in the men’s ice hockey NCAA national championships (winning two), it is fairly clear that the NCAA national titles most associated with these flagship universities are those won by the UConn Huskies in men’s and women’s basketball—three for the men and nine for the women since 2000.

As we have seen in some other regions, out-of-state tuition and fees at these flagship universities are not cheap, running from about $28,000 to $33,000 per year, but with a remarkably high $39,000 at UVM —about two to two-and-a half times what a state resident would pay. On the low end, that is still lower than many private colleges in your home state—that is, before any financial aid package is figured in. On the high end, I have to admit the tuition is not much of a bargain. Nonetheless, these flagship universities are better academically and more widely recognized than many private colleges where you would pay as much or more, and, as we are fond of saying, there is no prestige in attending a private college that is not as good as a great public university.

Here are just a few additional fun facts:

  • In the category of famous alumni, brilliant educator and philosopher John Dewey graduated from UVM and popular best-selling author Stephen King graduated from UMaine.
  • UMass Amherst boasts the W.E.B. Du Bois Center—with the tallest library at the time it was completed in 1973—named for the famous civil rights activist, educator, and writer, whose boyhood home is in Great Barrington, Massachusetts.
  • Freshmen at URI are assigned to the residential Living and Learning Community for their college or major or program, where they can live with students who have the same interests, form study groups, work with Residential Academic Mentors, and attend faculty-sponsored programs.
  • UMass Amherst is part of the Five College Interchange, which allows students at five colleges near Amherst to take courses at no extra charge at the other four colleges.       More about that next week since the other four are private!
  • UVM has banned the sale of bottled water on campus in favor of making Burlington’s good local tap water very accessible to students.
  • UMaine’s campus was designed by famous landscape architect Frederick Law Olmsted, designer of Central Park in New York City (it seems that Olmsted and his firm were responsible for a surprising number of beautiful college campuses, as we have learned in our virtual tour).
  • UVM was the first college to admit women and African Americans into its chapter of the Phi Beta Kappa honor society.
  • UMass Amherst has the Commonwealth Honors College, a residential honors college with its own dormitory and classroom buildings, founded in 1999 (where the average high school GPA of entering freshmen is 4.21).
  • UMaine’s Museum of Art has original pieces by Pablo Picasso, Winslow Homer, and Andy Warhol—quite a range of well-known artists.
  • URI has a great website—one of the easiest to use that I have run across.

3. Other Public State Universities

In each of these New England states, there are also other public universities—both campuses within the flagship system and colleges and universities in their own right. In looking at these other public options, let me say that I always think first about whether any public option is sufficiently attractive to draw a student away from the public options in his or her home state, which would likely be far cheaper.

I believe that flagship universities are very often sufficiently attractive to draw students away from public options in their own states, especially public options that are not their own flagship universities. I also believe that some states have other public options that are quite comparable to their own flagship university—like the University of Michigan and Michigan State University or the University of Texas Austin and Texas A & M University.

I am not sure that there are any such options in the New England states, but let’s look at a few that we think are most likely to attract out-of-state students.

Let’s start with the University of Massachusetts campus in Boston, known as UMass Boston. The second campus in the UMass system, it was established by the Massachusetts Legislature in 1964, about 100 years after UMass Amherst. UMass Boston couldn’t be in a more different setting from the flagship campus in Amherst, obviously—with Amherst’s small-town-in-the-middle-of-nowhere vibe and Boston’s big-city-filled-with-colleges-and-businesses-and-culture-and-sports vibe. I am sure that there are students who would rather be in idyllic Amherst, but I am equally sure that there are students who would rather be in happening Boston, where UMass Boston is the only four-year public choice among something like 100 colleges in the metropolitan area.

UMass Boston’s seven colleges and schools that serve about 12,500 undergraduate students offer about 80 undergraduate programs in the liberal arts and sciences, management, education, health sciences, the environment, and public and community service. Two more schools serve only graduate students—about 4,000 in number. UMass Boston’s students are drawn from 140 countries, though about 85 percent of undergraduate students are Massachusetts residents.

UMass Boston offers more than 100 student organizations and 16 varsity sports teams (eight men’s and eight women’s). Interestingly, UMass Boston does not have dormitories for its students. Its Office of Student Housing does assist students with finding roommates and looking for apartment housing nearby (which seems available) and dealing with landlords. However, a concerned parent or student might have some qualms about a first-year student living off campus in a big city without any college-provided supervision or safeguards.

UMass Boston’s tuition and fees are about $12,500 for Massachusetts residents and about $30,000 for out-of-state students—a good price for residents and a not-great price for out-of-staters, I would say.

Let’s turn to the University of Maine System’s three-campus University of Southern Maine (USM), with campuses in Portland, Gorham, and Lewiston. Gorham, located about 11 miles inland from Portland, is the campus with the residence halls and the sports facilities for one co-ed, 10 men’s, and 11 women’s varsity sports teams. Portland has only classroom and administrative buildings. Portland is an attractive and manageable city, located on the water, which is lovely, when it is warm enough to stand outside and look at it. However, I am not convinced that a student who wanted a traditional college experience in an urban setting would be happy commuting to the Portland campus—especially in the snow. On the other hand, a student who wanted a college experience with some campus life in a quiet setting and easy access to college activities in a city might think USM is perfect.

USM offers about 100 bachelor’s degrees in a wide variety of subject fields spread across three colleges and eight schools within the colleges—including the liberal arts and sciences, fine arts, business, education, nursing and health sciences, technology management, communication, computer science, social work, and recreation and leisure studies. At USM, Maine residents pay about $9,000 in tuition and fees, while out-of-state students pay about $21,000. That’s a better deal for out-of-staters than UMass Boston.

A third institution we would like to mention is more unusual in its focus, and that is the Maine Maritime Academy (MMA), “a college of engineering, management, science, and transportation” (quoted from the website), located about 140 miles northeast of Portland on the coast, for obvious reasons. It is one of six state maritime colleges in the U.S. Established by an act of the Maine Legislature in 1941, MMA is a public, coeducational school with an enrollment of about 950 students pursuing associate’s and bachelor’s degrees (there are also two master’s degree programs). About 70 percent of students are from Maine, with another approximately 15 percent from the rest of New England.

Perhaps surprisingly, there are required liberal arts and sciences courses for all students as well as electives and minors available in the Department of Arts and Sciences. A variety of bachelor’s degrees are available in engineering (including preparation for specific licenses, like the U.S. Coast Guard License), international business and logistics, marine transportation (including Vessel Operations & Technology), and ocean studies (like Marine Biology). While these degrees would not appeal to most students, they would certainly be appealing to some—very appealing. For some of these degrees, students spend time practicing their skills aboard the Training Ship State of Maine and the Schooner Bowdoin. Undoubtedly in part because of this hands-on training, more than 90 percent of graduates are employed within 90 days of earning that degree.

In spite of a highly specialized curriculum, MMA is also a traditional campus—with 14 sports teams, student organizations, and residential halls for students. Tuition for Maine residents is about $10,000 and for out-of-staters about $22,000 (with New England Regional Student Program students in between the two). Fees vary greatly by major—from about $3,000 to $10,000.

Not to be outdone, Massachusetts also has its own Maritime Academy, established in 1891. It offers seven bachelor’s degrees in engineering and maritime fields (plus two master’s degree programs). Students spend six months on international waters, gaining important hands-on training, during their four years. Here is an idea of the culture at Massachusetts Maritime Academy:

The Regiment of Cadets and regimental-style uniforms play an important role in campus life at Massachusetts Maritime Academy.  It reinforces that the status at the Academy is not an entitlement based on gender, race, or socio-economic class; it is earned through hard work, honor, and integrity. Though the Academy is structured as a regimented academy designed to grow effective leaders, only cadets who volunteer for commissioning programs have military obligations during and after their time at Massachusetts Maritime Academy.

While Massachusetts, Connecticut, and Rhode Island residents pay about $7,000 in tuition and fees and New England residents pay just about $1,000 more, students in states all along the East Coast (“Maritime Regional States”) also get a tuition-and-fees deal of about $17,000 a year—which seems quite attractive.

As we have said before, virtually all of these public universities (and there are more in these states than those we mentioned here) would cost an out-of-state student more than a public university in his or her own state, but less than most private colleges. That is still true, albeit some of these out-of-state tuition figures seem a bit high to me. So, consider looking at public universities, beyond just the flagship university, for the unusual programs or the special career focus or the appealing locations or even acclaimed sports teams they offer.

Finally, let us talk about one unique public institution in New England, and that is the U.S. Coast Guard Academy—one of the nation’s five military service academies—founded in 1876 and located in New London, Connecticut. As we said in an early episode of NYCollegeChat, the federally funded military service academies are all outstanding, academically rigorous institutions, whose mission is to build highly trained and highly ethical leaders. One of the smaller academies, the U.S. Coast Guard Academy enrolls about 900 students—about 35 percent women and 30 percent minorities. There is one faculty member (either civilian or military) for every seven students—a remarkable student-to-faculty ratio.

Though highly selective in admissions, the Academy does not require a Congressional nomination as some academies do. Its median SAT subtest scores for entering freshmen are in the low to mid-600s.

Interestingly, seven of the Academy’s 24 core curriculum courses are from its Humanities Department, so cadets are well versed in the liberal arts. Cadets may major in government (about 25 percent typically do) in addition to marine and environmental sciences and majors more directly related to maritime studies. Cadets also take strategic intelligence courses designed to help them keep their vessels and America safe.

Tuition is free, as with all federal military service academies. About 85 percent of graduates serve beyond the five-year service commitment they complete after graduating from the Academy, and about 80 percent go on to graduate school, mostly paid for by the Coast Guard. I can honestly say that you cannot read the Academy’s website without being impressed.
